9.6% or 3.2%? The Ocean Protection Number Depends Entirely on What You Count

Two respected databases report the world's marine protection at figures three times apart. Neither is wrong. The gap between them is the most important number in ocean conservation, and it is not an accounting quirk.

If you ask how much of the ocean is protected, you get two answers.

The World Database on Protected Areas reports 9.6%.

The Marine Protection Atlas reports 3.2%.

Neither is wrong. Neither is spin. They are answers to different questions, and the distance between them is the actual state of ocean conservation.

The two questions

WDPA asks: how much ocean has been declared protected? It counts what governments report. It is the standard reference and it is the number in most headlines.

MPAtlas asks: how much ocean is protected in a way that produces conservation outcomes? It assesses each marine protected area against The MPA Guide, a scientific framework rating an area's stage of establishment (is it real yet?) and level of protection (what is actually allowed inside it?).

An MPA can be legally declared, mapped, celebrated at a summit — and permit bottom trawling. A trawl is a weighted net dragged across the seabed. It is the single most physically destructive activity in commercial fishing. An area that permits it is protected in the same sense that a nature reserve permitting clearcutting is protected.

Where the six points go

A 2024 study in Conservation Letters by the MPAtlas team evaluated over 90% of global MPA area and found the gap decomposes roughly like this:

  • About one quarter of reported marine protection is not yet implemented on the water — declared, but with no rules, no management, no enforcement. A line on a map.
  • A further one third is implemented but allows highly impactful activities — bottom trawling, dredging — that are incompatible with the conservation outcomes the designation implies.

Add those and most of the declared 9.6% is doing less than its label suggests.

MPAtlas has published more than 1,600 assessments covering nearly 43.8 million km², with over 3,200 more in progress. This is not an opinion about the number. It is a different, harder count.

Why this matters for the target

Under Target 3 of the Kunming-Montreal Global Biodiversity Framework, the world has committed to conserving 30% of the ocean by 2030.

Measured by declaration, the remaining task is about 20 points in four years. Measured by effective protection, it is about 27 points in five years — which is what MPAtlas argues is the honest framing.

Those are very different projects. The first can be accomplished substantially by announcement. The second cannot.

This is why the definitional question is not pedantry. A country can hit 30% on paper without changing what happens in the water. If the target is scored on the WDPA number, that is a winning strategy. If it is scored on effectiveness, it isn't.

The rollback risk nobody budgets for

The framing of "progress toward 30%" assumes protection is a ratchet — that the number only goes up. It doesn't.

MPAtlas flags several protections currently at risk of downgrading or degazettement: the Pacific Islands Heritage Marine National Monument, Papahānaumokuākea Marine National Monument, and others in the US national monument system. Palau's government has been considering reopening protected waters to industrial fishing.

Their first stated resolution for 2026 is not expansion. It is "holding the line at 3.2%."

That is a striking thing for a conservation organisation to have to say at the midpoint of the UN Ocean Decade.

2025 was not a bad year

The gap is real, and so is the progress. Genuine, verifiable additions:

  • Chile implemented long-awaited management plans for three large parks — Nazca-Desventuradas (229,947 km²), Motu Motiro Hiva (150,079 km²) and Rapa Nui Multiple Use Conservation Area (578,583 km²) — raising its implemented, highly-or-fully-protected marine area to 12.3%. Note the verb: implemented. That is the word that moves the second number.
  • South Georgia & South Sandwich Islands expanded its network to 1,204,353 km², putting 40.1% of its waters under high or full protection — past its own 30x30 target.
  • American Samoa implemented five MPAs in May, bringing fully protected coverage to 25.6% of its waters.
  • French Polynesia announced plans for over 900,000 km².
  • Solomon Islands, Vanuatu and Papua New Guinea announced the proposed Melanesian Ocean Reserve — 4,628,248 km², which would be the world's largest Indigenous-led MPA.

And the High Seas Treaty entered into force in January 2026, opening the only pathway to protecting the roughly half of the ocean beyond national jurisdiction.

Why this is on AEDO1

When a documentary — Ocean with David Attenborough — cited "3%," that figure came from this dataset, and it surprised people who had heard "10%" for years. Both numbers had been true the whole time.

The lesson generalises beyond the ocean. A conservation statistic is a claim about a measurement method before it is a claim about the world. When two credible sources disagree by a factor of three, the disagreement is usually not about arithmetic — it is about what counts.
